Each time I try to quote another post, no matter how small or large, I get an error that I am quoting more than the allowed number of blocks of text.

To add to what Al said, using the quote button is not allowed in the SpeakEasy sectiion but, due to the eccentricites of forum software, if a topic is originally posted in the SpeakEasy but moved to say General Chat then the ban on the quote button goes with it. Conversely, the odd topic that starts its life in General Chat but is moved to the SpeakEasy because it proves to be contentious finds that the permission to use the quote button goes with it !

I found it aok to copyNpaste a piece of another post, put within quotation marks, and then add my own comments.
