Adding to the Apps HolyCowz posted, I use WhosCall.

It can identify normally blocked numbers. and can block numbers too as the OP wants.

My carrier allows blocking calls. Not sure who 'they' is that told you that you can't. But as HolyCowz has shared there are apps that can do it. Also you should be able to block from your contact list if you add the number. See the following: How To Block Calls And SMS On Moto E. If you rather not go through adding another app that does what is already a feature of your phone.

The calls that I want to block are the telemarketers,

that call from different states, at all times with different messages,

and using the same name to make the call. When I receive the call,

I want to add that number to a blocked list.

And as I receive these calls keep adding the numbers, blocking them.

I all ready got on the ,(DO Not Call List), but they still call.

I had Googled this, and they said I didn't have this feature on my phone,

but could get a third party to do the blocking.

If you have a smartphone then there are 100s of mobile applications available on the Apps Store and on Play Store to block unwanted calls and messages too.

There is so many app you can find on play store to block incoming calls. Truecaller is good app for this purpose. You should try this if you didn't have built in feature in your phone.

I'm not sure exactly what the OP's needs are. But isn't it true that all blocking a number does is stop the number from ringing your phone? If the caller leaves a voice mail it will still be recorded, and that's another nuisance. Since it wasn't directly asked, I'd like to know if any of those apps also stop the voice mail from being recorded? When I block a number I would rather not have a voice mail from the person or company either. Maybe I don't have a choice in that matter, but are there any call blocking apps that don't let the call go to voice mail?
