Cmd (dos) And Taskbar Not Working

I've seen a few similar topics on these boards before, but since each case varies from one computer to another I started a new thread.

My computer can't open DOS or the Command prompt. When I try it says:

"Another program is currently using the file."

I can't get it to open through RUN either with CMD. I also noticed my Task Manager isn't opening when I do CTRL ATL DEL. My guess is I uninstalled an "important" Virus yesterday and that might have cause it, since I needed to shut down System Restore to remove it permanently (I guess it was dug in deep).

I have ran Spybot, System Mechanic, NOD (my anti-virus program), Adware and removed/fixed a few things with Hijackthis. Still doesn't work. There are no System Restore points that can fix the problem. What can I do? I need DOS to run some important business programs.

Moved huh? Man you guys have a lot of sections...

Anyway, fixed the problem. Here's what I did in case others have the same problem.

Since it seemed like Windows' Task manager was running in the background I needed to find a way to shut it down, and the only way I knew how to do it is through, you guessed it, Task Manager, which wasn't working, so...

1) I installed System Mechanic 6
2) System Mechanic has its own built in Task Manager, like the one you get when pressing CTRL, ALT, DEL, then selecting the Processes Tab. I opened System Mechanic 6's Task Manager function.
3) One of the programs flagged by System Mechanic's Task Manager was Windows' "Task Manager", which was labeled as "Operating with a Virus", or something to that extent. It was the only red thing amidst all the other running programs.
4) I blocked Windows' Task Manager (in step 3) and exited System Mechanic.

Upon reboot the problem restarted, so I redid steps 1-4, then:

5) Opened Start
6) All Programs
7) Startup
8) Deleted Task Manager, which oddly enough was there.

Problem solved.

It wasn't letting me delete Task Manager in Startup until I did steps 1-4 again.

Now I know there was probably some easier way to turn off Task Manager, but I'm not that smart, so I used System Mechanic 6, which btw is the best program ever made.
