I have found that the best thing to do with updating equipment is to find the unit you are thinking of using on Amazon or Newegg; then read the users' reviews.  If you see a lot of unhappy users that will give you a heads-up on that unit. Alternatively, if you see 200 happy users and 5 stars that is a good indication that you will also be happy. In addition, by reading the reviews you can get some background information from others' experiences that can be useful.

Here's a good chart on the topic, and last i looked in to the cpu cooler your thinking about it didn't do that well.

This is with a 125TDP cpu testing from toms hardware.

http://www.tomshardware.com/charts/-cooler-charts-2013-125w-tdp-1000rpm/-2-Load-CPU-temperature-above-ambient,3409.html

The old go to heat sink many seem to get is the Cooler Master Hyper 212 Evo, its cheap at like $40 and for what you get its decent, rise above ambient in this review is 26c.

As well that HP cooler looks like a joke, what is that a 80mm fan or smaller ?
