Remote device won't accept connection on port 23120

Hey Everyone,

 

My computer has become quite sluggish of late, and I assumed the usual culprits. After checking for malware, plugins, extensions and clearing cache, I saw no improvement so dug deeper. Troubleshooting network gave the following error message "The device or resource (web proxy) is not set up to accept connections on port "21320"." Now after a google search, other people have had this problem as well. My issue is I'm struggling to figure out how to use the information given to them to fix my issue. The common thing I see people requesting of them is a Farbar service scanner log. So here is mine. Any extra guidance or direction would be greatly appreciated.
