Windows 7 Freezes and MSE turned off after rebooting

I am running Windows 7 Home Premium. I have to check every time pc starts up to check the status of Microsoft Security Essentials as it is often showing a red warning that it's not active. Today I was updating the virus definitions and part way through a separate window popped up saying Microsoft needed to check out some files from c:\ user apps data ( from what I can remember ) I foolishly clicked on it to allow the procedure.
For some time I have had problems with browser not responding - Firefox and IE .Often the system hags and I have to reset,then reboot in safe mode,and then shutdown. I have tried Malwarebytes and in the past Eset online scanner. Please could you advise on how to resolve these problems?

My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.
