My build is:

What I've done in an attempt to fix:

Was it working okay before?

Can you hear the fans running when you press the start button?

Does anything light up at all?

Does the monitor work if you plug it into another machine?

Have you tried different cables?

Ok so you've replaced cpu / heat sink for cpu / mobo and ram and still it doesn't work errrr ?

Do you get bios beep codes or a LED on the mobo with a code ?

Can you get in to the bios or are we talking about windows doesn't work ?

As well the PSU is what ? testing voltage rails isn't the same as testing line ripple or 100% full load on the PSU for 48 hours.

Id have that computer in parts my self if i was testing it on a work bench.

Do you get bios beep codes or a LED on the mobo with a code ? No beeping at all, don't know if it has any LEDs at all.

Can you get in to the bios or are we talking about windows doesn't work ? The entire thing doesn't work, I get no visual of boot up or anything ("no signal" on monitor)

As well the PSU is what ?
EVGA 500B

When you replaced the motherboard did you replace it with the exact same model and version that was previously installed.

When you replaced the motherboard did you reinstall Windows?

Are the fans running after you attempt to start the computer?

Do you have the installation media you used to install the operating system?

Obviously you have another computer which you are posting from.  If you have or can get a USB caddy you could connect the hdd from the problem computer to the computer you are posting from and use SeaTools for Windows to see if there is a problem with hdd.  Since everything else has tested and is working this looks like it may be the operating system or the hdd.
