Interesting Startup Question

I have Windows 7 and for the last few weeks every time I boot the computer a file opens in Notepad with a great deal of text in simplified Chinese.   Norton says it isn't a virus,  I've checked the start menu and it loads even with nothing in the Start menu,  I've looked at the "Startup" file in the programs file and it shows as "empty".   


It doesn't seem to be causing any problems other than an annoyance but I'd like to know what is loading it onto the computer.   


Any suggestions on how find out what is loading the file?
