Should I Upgrade Computer or Buy New One

I would like help on deciding if I should upgrade my computer or get a new one. I want a computer that is more for gaming but I don't know what to upgrade or if it would just be better to get a new computer. If I can upgrade my computer then I can spend around $400 on it. If more information is needed just ask and I will respond as soon as I can.

For upgrading, you would need to replace case and PSU with something better. And then add better video card. Then that would be decent gaming machine.
