I hope I've put this topic in the right section, fingers crossed, sorry if I didn't.

I would be very grateful for some advice on how to resolve an issue accessing the internet when connected to WiFi on my desktop computer. I will describe the issue and what I have already tried as best I can, although I'm not adept at speaking on this topic so I would appreciate some patience with my inexperience.

For several months, my desktop computer has been able to connect to WiFi, but once connected, it will not load any webpages and no applications that depend on an internet connection (e.g. Steam) can connect. This problem is exclusive to my desktop computer. My tablet (Surface Pro 3) and my phone can connect to the internet and access websites just fine. Occasionally a webpage will load very, very slowly but generally nothing loads at all. The most common error message is "DNS Server Not Responding" from Chrome. Signal strength ranges from good to excellent.

Motherboard: ASUS M5A99FX PRO R2.0 AM3+ AMD 990FX + SB950 SATA 6Gb/s USB 3.0 ATX AMD Motherboard with UEFI BIOS
USB WiFi Adaptor: TP-LINK TL-WN725N
Issue is the same with a Tenda W331MI (I tried replacing it, thinking the issue might just be that the Tenda was too cheap a product to work reliably.)
OS: Windows 10 Home Version 1607 (OS Build 14393.0)
Network Adaptor as listed in the Device Manager: Realtek RTL8188EU Wireless LAN 802.11n USB 2.0 Network Adaptor
Driver Version: 1030.6.1201.2015

ISP: Videotron
Network Type: Infrastructure
Security: WPA-PSK/WPA2-PSK
Channel: 11 (2.4G)
Wireless Mode: 802.11n
Rate: ~45-60 Mbps

I get "Request Timed Out" or ping times in excess of 1500ms when I ping IP addresses (e.g. 4.2.2.2) as well as domain names (google.com).

Things I have tried:
- Powercycling the computer
- Powercycling the router
- Replacing the USB adaptor
- Trying the USB adaptor in different ports -- front and back of the tower
- Reinstalling Windows (kept all personal files)
- Uninstalling and reinstalling the network drivers through the "Network reset" option in Windows Settings
- Updating the network drivers
- Starting the computer in Safe Mode -- same internet performance
- the CMD prompts netsh winsock reset, netsh int ip reset, ipconfig /release, inconfig /renew, ipconfig /flushdns
- I've checked whether performance changes with firewalls down, using CMD prompt netsh advfirewall set allprofiles state off -- no change
- Disabling unused connections
- I tried setting the DNS settings to GoogleDNS as well as OpenDNS, neither helped
- Probably other things that I can't remember right now, so sorry if I have to update to say "oh yeah I tried that too". Also maybe some of these seem a bit irrelevant, I was getting kind of desperate.

It may be relevant to mention that this is a shared WiFi connection between myself and two neighbours, in a duplex. The router and modem are in the apartment below mine, and are kept in the room immediately below my desktop. I haven't tried the connection by ethernet yet because I don't have an ethernet connection in my apartment, so connecting with ethernet would involve bothering my landlord, who is French, so it's difficult to explain computer issues to him. That's also why I didn't include the router and model make and model in this post -- I will get them if it's necessary, but if it's not then I'd rather not pester him.

I apologize if I've left out any really obvious details, I'm a little out of my depth talking about this sort of thing.

Recently I've dealt with about 10 PCs & Laptops which have had a problem connecting to the internet which was caused by a windows update. Before going mental with all the log reporting. Might we worth quickly opening up command prompt with admin rights, type in:

netsh winsock reset

Then press enter, once that's finished type in:

netsh winsock int ip reset

Press enter and then restart your PC and see if you're able to connect then. If you're able connect then do all windows updates as they have released a patch.

Because a shot in the dark which takes 2 minutes and has a high success rate is worth doing going ham with logs, Given that this is known and I have dealt with a bunch of these in the last month or so and it has worked every time, no harm in trying this first.

Thanks so much for replying, I was starting to go a little nuts over this. As others mentioned, I did already try those two netsh winsock/int ip reset commands, but it was worth a shot.

SPECCY -- since I can't access the internet, I don't know how I can actually publish a snapshot. I tried in any case (occasionally when I've just turned on the computer, I'm able to load one or two webpages very slowly) and I got an error message: The server name or address could not be resolved.

I don't know if this contains all the information you're looking for, but I typed out everything it displayed in that window:

Operating System: Windows 10 Home 64-bit

CPU: AMD FX-8320 (18 degC) -- Vishera 32nm Technology

RAM: 8.00GB Dual-Channel DDR3 @ 802MHz (11-11-11-28)

Motherboard: ASUSTeK COMPUTER INC. M5A99FX PRO R2.0 (Socket 942) (24 degC)

Graphics: Acer V206HQL (1600x900@60Hz) -- 2047MB NVIDIA GeForce GTX 760 (EVGA) (27 degC)

Storage: 931GB Western Digital WDC WD10EZEX-08M2NA0 (SATA) (24 degC)

Optical Drives: ASUS DRW 24B1ST i

Audio: Realtek High Definition Audio

MINITOOLBOX: (I was slightly concerned about this because I know it's not a great idea to publish your public IP address online but I don't know whether this information includes my public IP address... if it does, I would appreciate a heads up so I can go back and censor it.)

Description: The event logging service encountered an error (5) while enabling publisher {0BF2FB94-7B60-4B4D-9766-E82F658DF540} to channel Microsoft-Windows-Kernel-ShimEngine/Operational. This does not affect channel operation, but does affect the ability of the publisher to raise events to the channel. One common reason for this error is that the Provider is using ETW Provider Security and has not granted enable permissions to the Event Log service identity.

These logs only include the default gateway of your IP.

Nothing to worry about, there is no way anyone can get your ip from anything we are doing here. :)

Thanks for getting back to me so quickly.

Step 1: Check HTML Browser -- I'm a little confused about this step, I followed the steps and it just searches "hh h". There's a yellow question mark before I hit enter, but there's no option to jump to URL. But no, I couldn't get online this way. Error message in Chrome: google.com's server DNS address could not be found.
When I restart in safe mode with networking, I have the same internet performance -- sometimes upon initial start-up I can load one or two pages very slowly, but for the most part nothing will load.

Step 4: Reset Hosts File

Step 5: Uninstall Netbt Driver -- there was nothing in my Device Manager called Non-Plug and Play Driver, nor NET BT, neither before nor after I made hidden devices visible.

Step 6: Disable Computer Browser Service -- This was already stopped, I think, because "stop" was unavailable in the drop down list, but "start" was selectable. I proceeded with the rest of the steps, though.

Result: The issue persists. Maybe worth noting -- when I went to test whether any webpages would load, I was told that Windows Firewall was blocking access to Chome. I allowed access and was able to access two webpages, slowly, and then nothing else.

Logs are looking better.... For sure I see progress. :thumbup2:

Install Firefox onto the machine. -- Test it after the reboot.

Forgot to mention to you to take this machine off of the WORKGROUP. ......

Remove windows 10 from WORKGROUP

The above instructions are not exactly what you need to do.

You will need to Select Doman instead.  -- In step 4. :notme:

Then reboot your machine. -- But please flush your DNS  --- [ ipconfig /flushdns ]  server after you change it to Google DNS.

Post a new minitoolbox log after the reboot. :)

I am sorry --- redact those last instructions.

In step three click on Network ID

Then choose:

This is a home computer; it's not part of business.

Then hit next.

Close all open programs.

Reboot the machine.

I'm glad you think progress is happening, that sounds promising. :)

Network ID is greyed out, though (as was the radio button for Domain).

Also I think installing Firefox requires an internet connection in some capacity to install, I copied over the installation .exe from my tablet but then I ran it on the malfunctioning machine and it says it's downloading... going to take a very long time, if it ever gets there.

Alright, I'd like to see another Minitoolbox log.

I assume that you do not have a laptop that you could use?

I was thinking of spoofing the Mac Address of a machine that is connecting.

From the last log it seems that you should be able to connect to be honest.

I'd also like you to reset Chrome to default & tell me if connects.

My tablet (Surface Pro 3) and my phone can connect to the internet and access websites just fine

I  have never owned a tablet, or worked on one.

Can you run minitoolbox on it and post the log created from the tablet. -- Just make sure and name the log  -- MTB Tablet --  (if it works)

Also, can you try and enable wifi on your phone -- disable data  and use PDANET tether that to your desktop.

Lastly. It would certainly be sweet if you could get the people below you to Factory Reset the Router.
