With Android 4.4.2 OS on Nextbook 7 device how to install new apps

The problem is that there are 2 internal storage areas, 1 with only 1GB of space, the other with about 12GB of space. The smaller one contains all of the system apps plus some other pre-installed apps, so it has only minimal space available to install any new apps that I might want to download and add. The problem then is that in spite of this, any new apps that I try to install are automatically sent there by default, and instead of sending them to the larger area when they don't fit, the device produces a pop-up telling me that I can't install the new app unless I delete something to open up more space. Meanwhile the other larger storage area sits there with almost nothing in it, and I cannot find a way to move any apps, new or old, into it. Also they are both called "Internal Storage", and a few apps do offer a move to Internal Storage option on their data page, but that always only refers to the smaller area. Installing a micro SD Card produces the same result as I cannot find an option to move anything there either. I suspect that it might have something to do with the File Manager app but in any case I can't figure it out, and have not seen anything like this before on other devices, so if anyone can help I would sure appreciate it.
