Low fps in all games for no reason

About a week ago i started up csgo and was running 20 - 15 fps i usually ran 70 - 150, it was unplayable. Then i got on league of legends and was running 2 fps usually running 150. i restarted my pc and when i put in my password it didnt do anything for about 2 minutes, then started up. it might help that i ran better frames in csgo when i played in a game without bots or people.

 

 

I did scans with avg and malwarebytes and cleaned a few viruses but it did nothing, ive tried doing a registry clean and more but still acts the same. I dont know if this is hardware or software

 

My temps are fine they are usually 30 to 40 degrees celsius

i5-4460 3.20GHz

 

GT 740 4 gb vram 

 

2 moniters

 

8 gb ram

that cpu or gpu or chipset and under load or idle, if under load what app did you use for burn in testing and watching temps and you did it for how long ?

this is what it is constantly in game or not,  there will be small changes sometimes, thought it might be thermal throttling but i used a program to stop that and it did nothing

K lets try something seeing as you don't seem to know what i mean by loaded temp of your cpu, you seem to think when the cpu is doing nothing = temp.

Do a burn in for at lest 15 min, check your temps as you go.

 

You can use this to keep an eye on your temps or use whatever you want on this topic as long as its real time.

Seems max temp on your cpu is 72c , TDP 84

 

Video card all you need is benchmarking software and do the same, running a game that really taxs the video card works well too as long as you can log whats going on over time then you look at your temps after like 15 min, somehow i doubt the card runs at 29c loaded unless of cores you live in a snowbank and its -40c out side.

 

other temps are probably ok.
