Question re Dynamic IP's as potential target by hackers

Simple question really.  If a hacker gets your IP, but it's dynamic, and you restart your wifi shortly after (thus given new IP), can the hacker still track and potentially hack you? 

 

Presumably he would know your browser as well (this is based on if you clicked a link in an attachment), and any other information that method renders.
