I'm interested in a program, which made it possible to network monitoring and bandwidth for each user.

What Os you using on the server that will be doing the loging and limiting ? and to be able to do that you would have to have a server connected in the network just befor the modem/router.

 

Unless you want to install network limiting software on eatch computer.
