so i play this game and they updated now my cpu usage on this game is higher now since they updated i have noticed that the cpu usage drops when i lower the maximum proccessor state in windows 8.1 but i am curious would lowering this in windows 8.1 damage my cpu or hardware i mean i would think lowering the maximum processor state would keep the cpu lasting longer as its keeping it from getting to hot

What CPU and system? It's quite unlike lowering maximum state will cause damage to hardware.

With that cooler, I seriously doubt load temps are any issue and see no reason to lower processor state. Check load temps with Coretemp however.

Your CPU should last long enough even with full speed (that is: so many years computer is obsolete anyway).

Underclocking is never a problem, its overclocking too hard that burns things out.
