I need help with these problems nothing is working

i've already try to reinstall applications with Powershell and i don't know what to do

It isn't the apps problem, it is damaged registry problem and apps reinstalling will not help You in any way.
You should restore default registry entries and if this also don't help, it means Your Windows files and/or settings are damaged.
In addition, if you have installed any third-party antivirus program, it can also be a reason for this.
