windows command processor - why is this a problem?

WinPatrol asked if I wanted to put this in my Start up. I accepted then googled it to find what it was  - yes the wrong way round!

 

The many items there were all about how to remove it, it's a virus, it's a trojan etc,etc.

 

Clicking on 'Info' in the WinPatrol Start up page it says it a MS product and to be run once. The description starts with Uninstall 17.3.65.17.... and under Command has 'amd64' and under Company has MS.

 

So why does the google page have only danger warnings?
