How can I add a user to server 2008

I have server 2008 no domain setup or active directory i'm just on a WAN and want to add a user to use terminal services. Please help I keep getting steps that don't work online like going to computer management and local user/groups which isn't even there on my machine.

Mate just run the command lusrmgr.msc, then add your user and assign to the admin group if need be.
