Toshiba laptop won't boot

Can I download the reinstallation data to my phone

There is no legal download available for Vista. Even if there was I doubt you could download the install to phone as you would need to create a bootable DVD or USB flash drive. 


Vista will no longer be supported after April 2017. Are you currently posting from a phone? 


What is the make and model of the computer? It may be possible to factory reset the computer by tapping a key at boot but you need to backup your data first as the drive will be formatted during a factory reset.


It's a Toshiba.  :) Tap zero while booting the computer. If the factory recovery partition is intact you should get the Recovery Wizard.
