I have a new computer running home XP.

Since yesterday every time I turn it on I get this massage:

Error loading CMICNFG3.CPL
The specified module could not be found.

Can anybody tell me what is it and how can I get rid of this massage?

That registers the Control Panel applet for a C-Media PCI sound card. Do you have that sound card? If so, are the drivers installed? Check Device Manager for your sound card. A band-aid would be to run msconfig and remove that entry from the startup.
