Can you tell me what program makes these images?

I know this is a bit of a stretch but I came upon some images of an item that I liked and want to be able to try making myself. Forgetting the actual photo, I really like how this person was able to make a little border and background, text, little images etc iap_640x640.916510168_8567dcnh.jpg189440_195348397152685_7613015_n.jpg?oh=


does anyone know what program this person is using? Can you point me in the direction of a program that I can download and use to create my own 2x2 image with similar borders and little features of my own? thank you!

I would generate these using a vector graphics package, a clip art collection and a good collection of fonts.


There is at least one reasonably competent freeware vector graphics package - Inkscape - but you can always google for others. Clip art collections are widely available, cheaply if not usually free, but again you can always google for freeware clipart. As for fonts, I collect them !  Some are standard, some I have had for years - they got acquired and are thoroughly backed up.
