Microsoft account not recognised for syncing

I sign in on my desktop with my Microsoft account password every day.  My account is recognised at https://account.microsoft.com/ and Settings>Accounts>Your info.  Syncing my desktop with my laptop is not possible, however, because Sync your settings' headings and buttons are greyed out and there is a message in red, "Some Windows features are only available if you are using a Microsoft account or work account."
