Changing date and time settings window closes immediately

Just noticed this on a Win 7 station I have. The date and time settings are correct, but I clicked on change the settings through the taskbar and the window opens then immediately closes. I then tried opening it through a windows search and it did the same. 


Only one local user account and it is a local admin.


Any idea?

I would run the chkdsk /r command...and possibly follow that with the sfc /scannow command.
