CPU constantly at 100%

Hi,

I'm at 100% CPU constantly. Even on startup with no additional programs launched.

Malware and virus scans showed nothing. Booted in safe mode with the same problem.

Running Win 10 on Intel® Core™ i7-6700 CPU @3.40GHz 3.41 GHZ. 32gb RAM

Screenshots of task manager attached.

No idea what I should be doing, please help me! Thanks.
