Windows Server 2016 - Updates Failing

Whenever i try to install updates, either via Windows Update, or manually, they fail. I am on build 14393.206.

 

I've been trying all the different repair mechanisms i can find online, DISM, SFC, etc.

 

dism /scanhealth is now completing successfully.

 

sfc /scannow fails with:

Beginning verification phase of system scan.
Verification 32% complete.
 
Windows Resource Protection could not perform the requested operation.
 
CBS.log has this error in it at the time of the error:

Please execute below commands:

Dism  /online  /cleanup-image /restorehealth
Sfc  /Scannow

Make sure you first execute Dism command and then Sfc command if Dism command repairs component store corruptions.
