Something is installing software on my computer, changing chrome browser settings, slowing down my PC, and opening popups!

About 10 minutes ago, google chrome crashed and a black window came up saying:

BITSADMIN version 3.0

BITS administration utility.
© Copyright 2000-2006 Microsoft Corp.

BITSAdmin is deprecated and is not guaranteed to be available in future versions of Windows.
Administrative tools for the BITS service are now provided by BITS PowerShell cmdlets.

Job completed.

I am worried, and I can't seem to get rid of this stuff. I ran malwarebytes scans and windows defender scans, but even after removing things, the issue continues. I need to get rid of this virus/malware!!!

PLEASE HELP! I only recently built my PC and it means so much to me. I would also like to know how to protect myself in the future.

Thanks
