I've read the articles on both of these updates here & here, yet I'm still conflicted as to whether they're reasonable updates or just more hidden telemetry to make Windows 7 more like 10. The second one claims to offer "improvements" to Microsoft .Net Framework although that term could be used in regard to anything, even non essentials.

1: Should I get either of these optional updates?

2: Is there a forum thread or other news article I can follow to always get up-to-date information in laymen's terms about which recent Windows updates are real fixes or just telemetry addons?

Never mind, once again I managed to answer something for myself given enough time.
