Blu-Ray drive doesn't read DVDs but will read Blu-Rays and CDs?

My Blu-Ray disc drive will not read DVDs but will read Blu-Rays and CDs. I have tried reinstalling the driver through device manager and have used the driver (TS-LB23D_SC02) .exe installer from the Toshiba Samsung Storage Technology TSST site. Neither method has fixed the problem. Is there anything else I can do regarding firmware or is it likely the problem is physical? If so, are there any recommended cheap external drives?

Have you tried the drive on another system?
