Folder Settings

I'll try to explain, I've created a folder on my desktop called Forums where I keep my favorite forums. I used to open the folder, click on a forum and the site would open on top of my folder. Now when I do this my folder stays on top and the forum opens underneath, so I have to click off my folder to see my forum site. I don't know which folder setting to change. Any help out there? Thanks
