Two issues regarding home PC (Front USB ports and Start-up Q)

So I put together my own tower a few years back and it works great AFAIK except for two issues.  One, it has 3.0 USB ports in the front but for some reason they don't work, and as far as I can tell aren't detected by the computer.  Second, whenever I start my computer, it revs up, stops, and then revs up again and actually turns on, is this normal?

What is the make and model of the motherboard. Do you have any yellow exclamation marks next to any devices in Device Manager? If yes, right click each device and select Properties. Under the Details tab select Hardware IDs in the dropdown box. Copy and paste the first line into your next post.

I would look at the connection at the motherboard of the blue 20pin USB 3 connector from the front ports.
