system recovery doesn't work and safe mode doesn't work and just keeps reboting

Help my windows 7 laptop just keeps rebooting and i cant get to safe mode or recovery what should i do ?

Are you saying that you cannot use the Win 7 boot CD/DVD recovery options ?

Do you have the installation disc for this computer?
