Tried (almost) everything in Command Prompt in RE
 
Won't go into safe mode
Tried bootrec /mbr /fixboot attrib etc
rebuildbcd (no OS found) although all the directories are there
 
No System restore points
sfc doesn't work
 
Done chkdsk /r
 
Startup Repair no good
 
Reset this PC failed
 
Can DISM be used in Recovery Environment ?
 
aaarrgh

Yes Dism command can be use in Windows Recovery Environment may i ask why do you want to use Dism command.

The article you provided the link to is for Windows 7.  Some of the suggested actions can not be used in Windows 10, such as Last Known Good Configuration.

I would suggest doing a Refresh.  This basically is a reinstallation of Windows 10.  This will not effect your data, but it will uninstall any third party programs you have installed.
 
You will need installation media to do this.  You can download a Windows 10 ISO image here.  Choose the second option [b[Using the tool to create installation media...[/b]. 
 
When you have created the installation media go to Windows Ten Forums and use the instruction starting at step #9.

Used a Win 10 DVD

Booted to RE

Tried to Reset PC (refresh not listed)
It said The drive where windows is installed is locked

Did you use the instructions at Window Ten Forums to do the refresh?

 

You should read through the step prior to #9 to be sure you understand the instructions.

 

Edit:  If you did a Reset you would lose all of your data.

You need to know how to boot into the Advanced Startup Options in order to use the instructions at Window Ten Forums

I wonder if "drive locked" error in RESET THIS PC  was due to me changing the BIOS to boot from DVD

 

On its normal boot loop now it says "There was a problem resetting your PC" after if Chose Reset Your PC. It then asked me if \i wanted to Keep My Files

 

After that I expected it to ask for User Name and Password - but it didn't

Yep - its Lenovo

 

Your PC ran into a problem and needs to restart

Error Code 0xc000021a

Then takes me to Automatic Repair

I know but that was good as i could found OP can use some of the suggestions.
