I'm trying to screen record and I have to use basic mode so the record will be smoother. However there is screen tear, I tried enabling v-sync in amd settings no luck. What gives?

Any chance you could post a screenshot ?

If you have never done this before, when the screen shows the problem press the 'Print Screen' (sometimes PrtScrn) button on your keyboard. This copies a screenshot to the clipboard. Then open any convenient graphics program and paste it into it (Ctrl+V will do nicely), save it as something like 'Screenshot.jpg' and paste it into your next post. If you don't have a dedicated graphics package you do have 'Paint'. You will find this in 'Start - All programs - Accessories - Paint'.

At the bottom right of your posting box you will see a button 'More reply options'. One of them is to add an image to a post.

Given that it is a Camstudio problem have you looked at any alternatives to this software ?  Here are a couple of possible sites for you -
