Weird "rubberbanding" in CS:GO? Help!

I don't know what to do about this issue. Its been happening for probably 4 months now and its gotten so bad to the point where I just quit CS:GO due to my frustration but I'm back at it trying to fix this.

I haven't seen other posts about this error anywhere, and a quick summary of the issue is every maybe 40-60 seconds I will lag back in position to where I was about maybe 1-4 seconds prior. My ping and packet loss are consistent, and I have this issue ONLY in CS:GO over ALL servers, community and official. I have also tested this at 2 houses on the same machine on 2 different wifi networks and it's consistent so that leads my to believe its my machine, but I don't know what it is.

If more info is needed just ask, will be checking back on this thread frequently, and honestly I am just so frustrated with this issue and I just want to get back to playing games and having fun.

Not to be "that guy", but have you tried verifying your game cache in Steam, reinstalling the game, and the whole nine-yards?
