Things I've tried:

2 different internal burners

1 external USB burner

3 different brands of discs (CD-R, DVD+RW, DVD+R)

Deleting the Upper/Lower filters in RegEdit

sfc /scannow

dism /online /cleanup-image /restorehealth

Mind you, every drive could READ discs just fine and even tell what kind of blank disc was inserted

With any other system I'd just backup and reinstall Windows but I can't with this one

Have you looked in the Device Manager to see if there is a problem with the DVD/CD-ROM drives?

You could see if there is a driver problem by uninstalling the current driver, restart the computer to have Windows install a new driver.
