Secure Websites - Cannot access webpage - Diagnose connection problems

I reformatted to factory image & am now unable to connect to a lot of websites. It seems primarily https but sometimes http, for instance Google.

Win 7 Home Premium, IE 8.

I have tried various things found online without success. I understand my browser is outdated but can not upgrade it.

Windows Update runs forever -- as long as a day -- but never completes. It did initially report 62 updates and Windows Update is listed as a recent installed update, along with one other article.

Please advise. Thanks
