Try running the Windows Update Troubleshooter and let me know what it says: http://download.microsoft.com/download/F/E/7/FE74974A-9029-41A0-9EB2-9CCE3FC20B99/WindowsUpdateDiagnostic.diagcab

Try setting Internet Explorer to detect local area network (LAN) settings so Windows Update can go online to obtain updates:

  1. Open Internet Explorer
  2. Click the Tools button, click Internet Options, click the Connections tab, and then click LAN settings
  3. Under Automatic configuration, select the Automatically detect settings check box, and then click OK.

What tweaking site? Bleeping Computer does not recommend the use of registry cleaners and system tweakers/optimizers as they can do more harm than good.
