Laptop wont charge battery

Bought new battery on a Toshiba laptop as the old one would not hold a charge
Same story with new one
A clue on the battery icon is that is says Plugged in Charging 69% and the white line goes back and forth, then after 10 secs the line stops. Stays on 69%
Take PS out and laptop dies immediately
When laptop off and plugged in, it still does not charge even tho a light comes on when charger plugged in
2 possibilities:  Motherboard or battery ??
Any ideas ?
