Win7 extremely slow, IE crashes, hanging and crashing! What's up?

For the past year I've been trying to fix an IE11 problem to no avail. I need this for some business but use Chrome or Mozilla most of the time now. Additionally, my computer is very slow at start up, often hangs, I get BSOD or black screen on occasion and my system, in general, seems moody. 

I'm very good at using utility software to check for malware and spyware, cleaning cache, use Kaspersky Internet Security software, Malwarebytes, etc. Haven't found anything that could be making my computer act so slow. I have two external drives connected but only use them for back up or if I need old info.

Any help is greatly appreciated.
