Msvcr71.dll Missing

I keep getting an error message that msvcr71.dll cannot be found. On someone's recommendation I clicked start, run, then: regsvr32 c:\windows\system\msvcr71.dll but it I got an error message that says "the specified module could not be found." My system was recently attacked by viruses, and I installed both BraveSentry (which seemed to help, but the program finds at least 5 threats per day) and RegistryFix. Despite these installations, I keep getting the msvcr711.dll error message. Please help!

This error meeage shows up sometimes when you have repaired Win XP's Media Center Edition or Tablet PC Edition. The solution could be in this Micro$oft KB Article.
