setup is starting services

Please assist.  I have factory reset my ​computer.  As soon as it started the power went down and the computer also went off.

​When I start the computer the first error message that appears is c:\windows\system32\dblhelp.dll is either designed to run on WIndows or it contains an error.  After that the SETUP IS STARTING SERVICE  screen comes on and that is where is is stuck.


Please assist

Probably corrupted the files that had been loaded, possibly the partition itself. Use one of the free partition managers available running virtual from the DVD drive to enter your hard drive. Wipe all data off the main partition, but be very very careful not to damage/delete your restore partition. If that gets damaged you will have to contact your computer manufacturer and request restore CDs with your model and serial number.   Once you get back up and running again, set up an image backup system so that you don't have to go through this again in the future.
