in task manager i see that system interrupt in running alot off and on its not using many resources only 1 2  3 to 4 cpu percent usage and on occasion 0 cpu

It's a bit hard to understand what you're describing, "system interrupt in running alot off and on" doesn't have a clear meaning to me. If you're meaning the CPU usage is only a few percent and occasionally drops to zero, that would seem normal and good.
