The report tends to suggest that this is a networking problem.
As such, you should try to update your wired/wireless/bluetooth drivers to the latest, W10 compatible version available from the manufacturer's website.
If that doesn't stop it, then please run Driver Verifier according to these instructions: http://www.carrona.org/verifier.html

FYI - I don't often use the Perfmon report, so if it doesn't work please just let me know.
