Customer wants users to login and once registered they get their own individual page. This page would contain their order, pdf file contract, which would be editable and saved back to their page. The owner or admin would see the changes and accept the changes for a fee.

No, that would not be possible. In order for that to work. you would have to upload the document and allow it to be editable. So you need a viewer, and a editor. Then you would need a script reader to make new pages. Now, looking back, it could be possible... But it would require LOTS of coding, and probably a decent amount of money to buy/rent programs needed.

It's possible.  It could get quite complicated depending on how you want it to look/work.  Simplest solutions is to have their data fields in HTML and a link to the PDF or PDF in a separate frame/window.  You can have pdf writer software that will create a draft version in the system and it becomes a published version when the admin accepts is.

Couldn't you do an account page and add code to allow downloads and uploads of files? I remember seeing something like this in wordpress plugin but it's been awhile.
