Video playback isn't smooth (locally or on internet)

It reminds me a little of vhs tapes when you have tracking issues or whatever they're called. It's happening both locally and when streaming from internet. I recently reinstalled windows 7, this is where this problem started(although, I seem to recall I may have experienced this problem occasionally before, but never for long) Anyway, device manager said I had 'Standard VGA graphics adapter' so I thought that was the issue and installed the approprite driver update (Intel® HD Graphics latest version) thinking that would sort the problem, but nope, still happening. Any ideas?
