My wife's laptop is extremely slow to boot up, even after is seems to be up, starting a program like Outlook just bogs down - no apparent major CPU loading.

While on the desktop.. hold the Window Key + R  in the run box type msconfig then click ok or press enter. in the systems configuration window click on the startup tab. use http://www.bleepingcomputer.com/startups/ to search the startup items. You may see some that are not required (you can uncheck them). I also would recommend rebooting to safe mode with networking and run a virus scan.
