The Desktop PC isn't sending out a video signal or shutting down

I'm unsure what to do because normally if i hold the power down for 5 seconds or more it will shut the pc off as it should be just recently I literally have to flip the switch on the power supply to power it back down while i'm trying to figure out what is going on.  No hardware had been changed before these sudden symptoms occoured.  So far i have removed the pci express video card because it has on board graphics but neither with show anything and the monitor just keeps going to sleep.  I tried clearing the cmos jumper by just completing the circuit with one of my tools then rebooted still no dice.  It's a new mobo 8 core AMD processor and a samsung SSD HD and 6 Gb ram so it's a nice desktop.  Any ideas?  oh just so yall know i have been working on pc's since i well  atleast since windows 3.1 came out a looooong time ago so i am no newb at this i'm just stumped and need a fresh perspective i guess and help is greatly appreciated.
