Can't access a certain website

Hey all, I'm having a weird and super frustrating problem where I can't seem to connect to one specific website [livejournal.com];

-on my computer [wired with router & modem, using Win7 Ultimate] with Chrome, Firefox or Internet Explorer

-on my phone [either by wifi or 4G, Samsung Galaxy Note 3 using Lollipop] with mobile Chrome or Dolphin.

 

The website is apparently not down so I'm running out of ideas on what to do next. It was literally working fine earlier yesterday.

 

I get "err_connection_reset" when I try accessing the page.

 

Stuff I've tried on my computer:

 

Through command prompt:

ipconfig /release

ipconfig /all

ipconfig /flushdns

ipconfig /renew

netsh int ip set dns

netsh winsock reset

 

netsh interface ipv4 set subinterface "WiFi Name" mtu=1472 store=persistent [yes, I replaced "wifi name" with the name of my connection]

 

 

Went into router and changed Static DNS 1 to 8.8.8.8 and Static DNS 2 to 8.8.4.4

 

Used Malwarebytes Anti-Malware, Malwarebytes Junkware Removal Tool, System Ninja, WinUtilities Startup Cleaner, Windows Disk Cleanup & Command Prompt "sfc /scannow" to purge some crap files

 

Restarted the computer and/or the modem & router many, many times

 

I'm just out of ideas. I found another thread on this forum through google and grabbed the MiniToolBox so here's the details from that if it helps any:

You have two VPN adapters running, which is probably blocking the site. Is this on purpose? Do you work from home? Do you run your router as a VPN server?

Also, what happens when you try to ping livejournal.com?

 

To be honest my internet has just always worked so I didn't bother trying to disable anything once I got it up and working because I hate messing with that stuff lol. I don't run as a VPN server, this is my home computer.

 

Did a command prompt ping and all 4 tries were "request timed out".

Do you have VMware installed? If so, when and why did you install it? Might be a good idea to use the Minitoolbox tool to list then post all your installed programs.

I was trying to get an android emulator working that uses it yesterday too. Is this program problematic?

 

Also this is super weird, but the website seems to be working again now! o.O I even asked someone to check it when it wasn't working for me and it was working for them. How weird. Should I get rid of VMware just in case? Don't want to deal with things breaking again [why was it only 1 website though?]

If you don't use the emulator, then uninstall VMware. It may not be causing the issue, but it isn't helping either.

 

Did the person you ask to check the site have the same ISP as you? Also, was your cell and home ISP the same company like ATT or Verizon? If so, it may have been a DNS issue. If not, then my next guess would be a firewall on your computer blocking the site after seeing something fishy from a LJ ad. The ad on the right side of the page uses script to follow page scroll, which may have triggered something. Do you have a antivirus installed like Norton or Panda?
