High DPC Latency, Startup Interrupt in Taskmanager - excessive CPU usage

I have spent 2 days trying to fix this. Please help. Causes seemingly random resets. LatencyMon reports (see image) that the main culprits are RspLLL64.sys and USBPORT.sys

List the Make and Model (if known) of the computer, (or home-built).

 

Next -

Please download MiniToolBox to the desktop ??
If you can please tick all boxes (do not change the Devices (Problem Only) area.

Click Go and a Notepad page should soon open
Untick any items in Notepad / Format then, Copy / Paste your result back here.

 

 

Next -

Please Publish a Snapshot using Speccy taking care to only Post the link of the snapshot in your next post. See directions below.

Go to Piriform's website, and download the free version on the left.  Click Download from Piriform.com (the FileHippo link requires an extra click).

The best place to download it is the Desktop, as it will be easy to find later. Click on File (top left side) and down to Publish Snapshot..

Only Copy and Paste the unique url back here left after the scan has completed. Do not try and copy the page back here.

 

These will give us a basic idea of your setup and what is required.
