Can you describe what is happening with more detail? Does this happen all the time, or only with certain applications.

everytime i type whether on google or microsoft word

if your instance i type "aaaaaaaa" it types real slow but i can type in normal speed as i write this sentence but i cannot however backspace it fast as it too is slow

I think what you are looking for is: control panel/keyboard/speed tab/repeat rate
